Job Summary: Under limited supervision of Senior Engineer or Project Manager performing professional engineering work including plan development and review, contract administration, and design modifications; and to provide technical staff assistance to higher level engineering staff.

FUNCTIONS: Associate/Senior Civil Engineer  This is the full journey level in the professional engineering class series. Positions at this level are distinguished from the Assistant Engineer level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative and by the possession of a valid registration as a Professional Civil Engineer in the State of California. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

  1. Responsible for aiding in the planning and design of transportation-related projects, including preliminary engineering studies, development of plans, specifications and estimate (PS&E), and construction administration.  The primary focus will be in transportation systems.  The candidate should have demonstrated experience on projects using highway standards.
  2. Work on all aspects of Transportation Design.
  3. Calculate quantities and prepare engineering estimates.
  4. Prepare alternative design options and document findings.
  5. Organize and maintain project files.
  6. Assure that all Plan Specifications & Estimate (PS&E) are in accordance with client design standards.
  7. Review and check plans related to transportation such as streets, sidewalks, gutters, and other public works construction; check plans for conformance with regulations regarding line, grade, size, elevation, and location of structures; check calculations.
  8. Ability to investigate field problems affecting property owners, contractors, and maintenance operations.
  9. Coordinate assigned activities with sub-consultants and Clients.
  10. Develop plans, specifications, requests for proposals, and other contract documents.
  11. Review and evaluate bids; make recommendations to the Clients on acceptance of standard projects;     negotiate contract addendums and additional expenses.
  12. Assist Project Manager to approve progress payments; ensure completion of work in accordance with contract provisions and perform other related contract administration duties.
  13. Provide technical and professional engineering support services relative to assigned area of responsibility.
  14. Prepare comprehensive special engineering studies and reports; perform special assignments on engineering problems, as necessary.
  15. Calculate the quantity and cost of materials used for various projects.
  16. Review engineering calculations of other engineers or engineering technicians.
  17. Monitor the status of projects for compliance to Client’s procedures and construction and engineering standards; recommend corrective actions as needed.
  18. Provide information to general public; respond to citizen inquiries and complaints.
  19. Participate in the selection of assigned staff, assist in providing staff training and supervision including in      the areas of work methods, techniques, and the use and operation of office equipment.
  20. Actively participate/contribute to marketing efforts.

  1. Help form and lead a “Drainage and Water Quality” team in the San Diego, CA 92123 office.
  2. Estimate and monitor drainage/water quality task’s schedule and budget.
  3. Manage all technical deliverables, schedule and budget on Drainage/Water Quality projects or task orders.
  4. Supervise and mentor junior staff.

 

Qualifications, Skills, and Abilities:

  1. Prepare, understand, and interpret engineering construction plans, specifications, and other contract documents.
  2. Able to learn, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.
  3. Prepares plans and drawings neatly and accurately.
  4. Understands how to interpret survey calculations.
  5. Can read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
  6. Performs accurate engineering design calculations.
  7. Performs analyses using spreadsheet and database computer programs.
  8. Can design, prepare, and check engineering plans and studies.
  9. Communicates clearly and concisely, both orally and in writing.
  10. Establishes, maintains, and fosters positive and harmonious working relationships with those contacted in the course of work.

Education and Experience:

  1. Bachelor’s degree
  2. A minimum of  (5) years increasingly responsible experience in Civil Engineering
  3. Proficiency using roadway design software (Civil 3d or InRoads or CAICE required) and drafting software (MicroStation and/or AutoCAD).
  4. Valid registration as a Professional Civil Engineer in the State of California
